So how do I make this beast?

Very simple. You will need:

1. A biro of bic standard
2. Many party poppers (one per shot)
3. Some paper
4. Some plastcine or blu-tac

First take the biro and remove all the gubbins, so you are left with something like this:

Then dismantle the party popper carefully. Remove the cardboard circle in the end by prising it open. Then remove the banger, being careful not to pull the string. A party popper looks like this inside, it may help you:

Once you have the banger, assemble the weapon like this:

This will fire a wad of wet paper in excess180 feet per second. If you use something harder, like a lump of plastic, or a small rock, this little beauty should penetrate a coke can at reasonably close range.
